Authorization to Convey Property at 404 Erie Street to Andrew Lawton, District 9, Ward 2

Body
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (HRA), has duly adopted a City Wide Redevelopment Plan providing for the acquisition, clearance and resale of land for redevelopment and the West Seventh District 9 area is a part of this Plan; and

WHEREAS, the HRA has also adopted Guidelines for Disposition of Splinter Parcels by
Res. 93-8/24-2 which allows for conveyance of small undevelopable properties to adjacent owners; and

WHEREAS, the HRA owned property at 404 Erie Street is undevelopable due to the small size of the lot and as such qualifies for disposition under said adopted splinter parcel guidelines; and

WHEREAS, Andrew Lawton owns the adjacent property at 406 Erie Street (also a substandard sized lot) and has submitted a proposal to the HRA requesting the sale of 404 Erie Street to him to be combined with 406 Erie Street and maintained for residential use, and

WHEREAS, said proposal, was published in the Saint Paul Pioneer Press on July 28, 2012 and a public hearing on said proposal and proposed sale and provisions was held on Wednesday, August 8, 2012 at 2:00 p.m., Central Daylight Time, Third floor City Hall, 15 West Kellogg Boulevard, in the City of Saint Paul, Minnesota;

NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota that::

1. The proposal to sell the vacant lot at 404 Erie Street ("Parcel") in the West Seventh District 9 planning district conforms to the objectives and specific requirements of the City Wide Redevelopment Plan, which includes said property, legally described as:

The South 10 feet of Lot 11, and the North ½ of Lot 12, Block 2, Stinson and Ramsey's Subdivision of the West Half of Block 16, Stinson, Brown, and Ramsey's Addition to Saint Paul, according to the recorded plat thereof, and situated in Ramsey Cou...
