Authorizing the City Attorney's Office to enter into a Joint Powers Agreement with the State of Minnesota, acting through its Commissioner of Public Safety, BCA, and MJIS.
Body
WHEREAS, the State of Minnesota, through the Commissioner of Public Safety, Bureau of Criminal Apprehension, Minnesota Justice Information Services, is responsible for developing methods and tools for statewide criminal justice information system integration; and
WHEREAS, the City of Saint Paul wishes to assist the State to develop and implement a method of electronic transfer of criminal complaints from prosecutors to law enforcement agencies and the courts and to enable electronic signatures and electronic notarization of complaints; and
WHEREAS, the State of Minnesota and the City of Saint Paul wish to enter into a Joint Powers Agreement which will permit development and implementation of an eCharging adapter between the Saint Paul City Attorney's Office Case Management System and the Bureau of Criminal Apprehension; and
WHEREAS, the State will pay the City for the necessary and actual costs of developing and testing such an adapter; and
WHEREAS, Minn. Stat. ยง471.59 authorizes two or more governmental units by agreement entered into through action of their governing bodies to jointly or cooperatively exercise any power common to the contracting parties or any similar powers; and
WHEREAS, the city council finds that the development of tools for statewide criminal justice information system integration is an important part of increasing public safety; now, therefore be it
RESOLVED, that the appropriate city officials are hereby authorized to enter into the Joint Powers Agreement with the State of Minnesota providing for the development and implementation of an eCharging adapter between the Saint Paul City Attorney's Office Case Management System and the Bureau of Criminal Apprehension.
